this same thing is happening to me. I am not encountering any locked forms either. I spoke to someone on the phone and they said that i have to wait till mid march. THIS IS NOT OK. I have already paid for myself and my husbands returns and I'm being prevented from filing. Other websites are apparently not having this issue. I also asked for a saved copy of my taxes (like you can always access) and this is also disabled due to the error.
I have asked for a refund for my purchase and I have used Turbo tax a few years now. I will not be returning next year as last year I had issues with locked forms.
