Not sure what's going on, but there seems to be no consistency on which tax applications will go through and other are locked. My husband submitted his and the next day I completed two more tax applications for family without without interest income, dividends or capital gains and they will not go through showing there are locked forms. This makes me doubt the issue is entirely with the need for updated CRA forms alone.
