Also, the reason that it lowers the initial amount, which I am assuming that you receive less of a refund, it is because entering any amount in Box 21 has no effect in the calculations of your taxes. You can put a $1M in that box and it will not take it into account, UNLESS you put an amount into Box 52 or 53
