I had the same problem and with the help of the TT agent, was able to resolve it. I had spent an hour or 2 on my own trying to fix it and reading your comments. I was sure that it was a TT problem, but it was user error!
I would enter the tuition credit based on my son's tax forms, and it would always give me "Maximum transferable amount for XXXX is $0.00".
Here's what fixed it for me : In the ADDITIONNAL DEPENDANTS INFORMATION section, the figures I had entered were incorrect. Once I corrected them, everything worked! Specifically, I think it was the "Federal non-refundable credits (T1, sum of lines 30300 to 31400)" field, that should NOT be 0$.
