Can I use the Premier Edition to claim my solar income and capital costs as 'Other Income', or do I need Home and Business Edition under 'Self-Employment Income'

I have employment income from T4's, rental income from an apartment in our home, and income and capital costs from solar panels on our home under the microFit program.

Premier contains the info/forms you'll need. 

The difference is that TurboTax Home & Business is a more guided experience through the business section but, for the MicroFit program, you're fine without that extra feature as you'll only be entering a limited amount of business information.
