I have to pre-approve visa payments for online transfers, as I am currently abroad this i must do at the Royal Bank Visa site. Who is the payee to whom I send money

You can complete and file your return now and make several partial payments by bank transfer to your Canada Revenue Agency (CRA) My Account. All methods of payment that the CRA accepts are available to people who file using NETFILE or by mail.

Just be sure to pay your tax balance before the tax deadline if you want to avoid interest charges. 

NOTE: Your account number for paying your personal income tax owing is your Social Insurance Number.
