I have upgraded to deluxe but can not access it for additional returns

If you upgrade a TurboTax Online return, it only upgrades the current return (and the spouse's return if you are preparing your returns together). If you start another return, you will still be asked to select what version you would like to use, and you'll need to choose Deluxe for the new return.

 

If you have bought the TurboTax Online 8-return package, you will need go to turbotax.ca/activate to use your code before you start your returns. Entering your activation code will not affect your existing returns, only returns you start after entering your code.
