I only get t4A(OAS) &T4A(P). I claim medical over 2000 but I only ever break even, never getting a return, is this due to me only receiving T4A's?

If you have no tax deducted or withheld from your Canada and Old Age Pension cheques, you will not receive a refund. Your medical expenses are a "non-refundable" tax credit used to reduce any tax you have payable.
