It depends on which version you get and whether you get TurboTax Online or TurboTax CD/Download.

If you get TurboTax Online, you pay per return. If you get the Online version of Premier, the regular price is $39.99 per return. But if you prepare your return together with your spouse, you only pay $19.99 for your spouse’ return.
