I was self-employed, but my spouse was not self-employed. Turbotax automatically charged the same order price for my spousal's return as mine. Is this correct?

Yes. Unlike in previous years, for 2019, there is no longer a discount for a spouse when preparing your returns at the same time in TurboTax Online. So if you are preparing your returns together, you'll be charged the same price.
