In my account I have 3 claims from last year. I want to add a new 4th claim. Do I have to transfer information for existing claims first? Can I add new claim first?

If you want to transfer your information from last year’s return into a new return, you must do this when you start the return. If you create a return without the transfer, then there is no way to do the transfer afterwards. Also, it is not possible to transfer data from previous years into the Free versions of TurboTax, so you would have to add Plus or upgrade to Standard (or better) if you want to do it.
