Line 44800 Coming Out as 0 Despite Being an Inter-province worker

Hello, I have a tax question about line 44800. Specifically, shouldn't line 44800 always come out positive in a case where someone lives in Ontario but their company is headquartered in Quebec?

 

Context: I am living in Ontario but my company is in Quebec, so I have QPP deducted/withheld from my pay as opposed to CPP. My understanding was that "inter-province workers" such as myself pay into the pension plan of the province where the employer resides (i.e. QPP), but have those withholdings reimbursed to match the rate of the pension plan where they reside via line 44800 during tax returns. To give an example, I thought that if I had to pay $2000 into QPP, but the CPP for my income level would've been $1500 if my company was in Ontario, that my line 44800 come out to $500 (and I'd get that back as a tax return).

 

Can someone advise? I see form RC381 (second link) doesn't follow the logic that I described, but I could've sworn that's how it worked.
