If you have already signed up with Service Canada to make contributions to EI as a Self-Employed person, before you change the answer to this in TurboTax, you'll need to first cancel your participation with Service Canada.
You can then change the answer to this question to "No" by navigating back to the Self-Employment Summary page, choose to "edit" your self-employment, and continue through the entire thing until you reach the page at the end which asks about your Employment Insurance Premiums on Self-Employment and Other Eligible Earnings.
