Why does the finish and file step not file my taxes but sends be back to restart the step over and over again?

Are you considered a resident of Canada? You can't NETFILE your return if you are a non-resident of Canada. You can mail or fax your return. Please see this CRA page to get the address or fax number to send it to: Where to mail your paper T1 return
