Can I claim the loss of rental income?

2017 AB:  My Mom lived in my legal bsmnt suite of my principal res.  She was supposed to pay rent but has been unable due to illness.   She has little to no medical expenses and earns less than 19K/yr.  

Can I claim the loss of rental income (that I have a history of receiving from non-family members) somehow on my return as an expense or deduction?

To claim uncollectible rent, you would need to provide proof that you are unable to collect the rent. If you are charging your mother less than what you would charge a stranger, then you can’t claim expenses/losses at all.
