    Can I enter utilities, property tax expenses for a rental property in the cumulative Net Investment Loss section

    No, those go in the rental income/expense section (T776). The result of the T776 goes to line 12600 on your T1, and then to the Calculation of Cumulative Net Investment Loss (CNIL).
