I have entered foreign tax paid in the US. In the review section, it shows a (small) provincial foreign tax credit and zero federal tax credit. Should I not receive a federal foreign tax credit?

You DO NOT need to file taxes in Canada if the Canada Revenue Agency considers you a non-resident, and if you are not receiving any income from Canadian sources.
