I moved to the Netherlands in July. I have no foreign earnings before I left Canada and I have no Canadian earnings after. Do I report my Dutch earnings on my tax return?

Yes, you would include your Dutch earnings as part of your World Income. You won't be taxed on this income, but it will be used in the calculation of credits.
