Can you provide CRA's memoranda that mandates any/all transactions be reported when listed on FormT5008, Statement of Securities transactions?

My understanding is that transactions MUST be reported when there is a capital gain. I'm not sure if reporting sale is MANDATORY when the sale results in a loss, so I'm looking for CRA's decision on this issue

Found CRA's T4037, pages 14 & 18, which cover disposition of public traded securities. The memo goes on to explain transactions must be reported regardless of whether or not there is a gain or loss.
