When entering new CCA addition where I have indicated co ownership, does Intuit automatically split the cost with co owner like it does with all other rental income/exp?

If you are using TurboTax Desktop, the program doesn't do the split. You have to fill out a T776 for each spouse. The fastest & easiest way to do this is to prepare the T776 for the first spouse. Then go into Forms mode and then select Edit>Forms>Copy/Transfer Form, then Copy to make a copy of the form on the other spouse's return. Then you change the percentage, the co-owner details, and whatever else the second spouse needs different on their T776.

If you are using TurboTax Do It Yourself (Online), it will do the split for you if you enter a percentage for your spouse on the Partner Detail page.
