Claiming a college student son as a dependent

My son is 18 years old college student.  He earned $12,659 in 2019, but he lived with me and he is my dependent.  Can I claim him, even though he earned this money?

Yes you can.  As long as he is a full-time student, up to the age of 24 his income does not prevent you from claiming him.  He can file a return himself to seek a tax refund, but must say on his own return that he can be claimed as a dependent on someone else's return.
