Depending on what province you are in, there may not be a provincial tuition credit, so you wouldn’t be able to transfer anything in that case.

If you are in a province with a tuition credit, it’s possible that that tuition amount was used to reduce provincial taxes payable on the student’s return, leaving nothing to transfer.
