Does a tax return with income under 20 000 $ count for 1 of the 8 returns available

In past years, we had unlimited tax returns when income was under 20 000 $.  Is it the same for 2023 income tax

If you are using TurboTax CD/Download, then returns with net income less than $25,000 are free. They don't count towards your 8 returns.
