You can’t. You must claim your 2017 T2202A on your 2017 return first, where it will be used to reduce your tax payable for that year (if there was any). Anything left over from 2017 will carry forward to 2018, where it will again be used to reduce any taxes owing. If you have no taxes owing, then you don’t get the credit, as it’s a non-refundable. Instead the tuition will carry forward every year to use against any tax you owe, until it is used up.
