Unfortunately no.

Only regular payments from an RRSP are eligible for pension splitting. TurboTax will only assign the "splittable" amounts from Box 16 of your T4RSP as eligible pension splitting income. Your T4RSP withdrawal is indicated by an entry in a different box (likely Box 22).
