My son earned below 29K last year, not in school, nor jail, in canada, show why is he not getting the working income tax benefit

I am trying to file my son's income tax using your free turbotax online.  He lives in Canada, made under 29k, does not go to school, has never been in jail, so why is it when I do a paper tax return, he qualifies but your system says that he does not
