My T2202A Tuition amount isn't being claimed, and it looks like it didn't claim last year either. How do I make Turbotax actually claim these amounts?

You cannot choose to claim your Tuition & Education credits if you do not need to use them to reduce your tax payable to Zero. TurboTax will only apply your tuition if it is needed to reduce your tax payable to zero and if you have no tax payable, all your tuition will show as being carried forward in the Student Summary.

If tuition is entered or carried forward from previous years, CRA has this on record and will automatically apply the credits in the first year you have tax payable,  or remove it from the tax return if you did not need to use it. You should check the Detailed Tax Summary and if there is an amount on Line 323, it means you needed to use your tuition to reduce your tax payable. Nothing on this line means the tuition you entered is being carried forward.
