Where does the provincial tuition education and textbook deduction amount come from

To claim your tuition fees, you may instead receive an official tax receipt (T2202 - Tuition and Enrolment certificate) from your educational institution to reflect the amount of eligible tuition fees you have paid for a calendar year. You would usually get a non-refundable tax credits from your T2202 application, which means that they can lower the amount of tax you owe, but they cannot generate a refund. If you don’t owe any taxes that year, you can’t use any of the tax credit. If you do owe some taxes, your tuition and education tax credit can reduce that amount.. On the other hand, as per CRA, the federal textbook tax credit was eliminated in 2017.
