The T4A(P) is addressed to the estate of the deceased in care of the executor.  There is more than one beneficiary to the estate.

The beneficiaries can each claim a portion or can decide on who will claim. If nobody wants to claim the income on their tax return, than it is then reported as income to the estate on a T3 Trust return
