Why is Canada Workers Benefit not applying to my return even though I’m eligible and have a working income well below the amount?

I am on CPPD which is calculated as a working income.

Canada Pension Plan–Disability benefit (CPP-D) is taxable income, but it's not employment income.

The Canada Workers Benefit (CWB) is a refundable tax credit to help individuals and families who are working and earning a low income.

The Canada Pension Plan (CPP) disability benefit is a monthly payment you can get if you are unable to work because of a disability.
