You can't re-print your Payment Receipt for TurboTax Online from the Sidebar - where it presents as "Payment Receipt". Someone has designed it as an overlay - rather than a PDF download link, or printable page, or printable page containing a PDF download link.
Steps to Repro:
1. Go to Sidebar
2. Click on "Payment Receipt
3. Try to Print that overlay
If you try to RMB>Print that overlay, it will instead ignore the overlay - and print your Tax Home page underneath it.

Once you make a payment , you will get an email receipt. You can download the receipt directly from your email and print it for your records. We have tried reprinting it on our end and were successfully able to do so.

That wasn't my bug. I'm talking about printing a cleanly formatted receipt PDF, or printing a TurboTax Online Screen as a cleanly formatted receipt; not printing an email with a mail-header embedded on the printed page.
We could do this last year from within TurboTax Online. Now we can't.
If for some reason that email was marked as Spam, you accidentally deleted it, or lost complete access to that email address - you'd have no access to that receipt.
That's all I'm saying.
