Is the deceased in September 2019 single person who file the 2018 return eligible for COVID-19 GST/HST one time credit?

I am going to say no, simply for the fact that the person passed away 4 months before the outbreak and any credits provided by the Canadian Government for COVID-19 is meant to impact people now until the lockdown eases; I would suggest you contact the CRA for clarity. Call them at 1-800-959-8281.
