Does the home accessibility expense need to go on the spouse with the lower income when filing a joint return (this is what Turbo Tax seems to be forcing)?

The Home accessibility expenses tax credit can be shared by qualified or eligible individuals.  

You will find the fields to allocate a portion or the full amount of the eligible expenses at the bottom of the form or entry screen.
