That is not exactly the case.
The tuition credit doesn't just make it so you don't have to pay, it is used to reduce your taxes to zero. (Hence the bigger refund).
CRA makes you use as much tuition as is needed to reduce all tax owing before you can transfer.
It looks like, in your case, you have enough income to use the tuition credits and there is none available to transfer to a parent.

The tuition amount is first used to reduce the amount of taxes you owe, meaning you can not only reduce the amounts payable at the time of filing but the amounts you paid at source, withholding tax, through your employer.
