Why am I only getting $369.77 as my refund? aren't I supposed to get everything in the 22 box?

The amount in box 22 reflects how much was taken off your pay through the year in anticipation of having a tax liability.  When this is compared to your actual tax liability, if it is greater than your liability you get the difference as a refund.  If it were less than your tax owing then you would be responsible to pay the difference.
