I moved to Manitoba from Sept 2019-March or 2020 and worked in Ontario from January-Sept 2019. Should I put my province of residence as Ontario or Manitoba?

You need to put your province of residence from where you lived as of December 31, 2019. If you worked in Ontario and have T4's you simply enter the province of the T4's. TurboTax will calculate everything properly according to the Province.
