Can you claim camp expenses because my wife had a broken foot and wore a medical boot those weeks? she was not confined to a bed or wheelchair?

Unfortunately, the CRA's rule is clear: "That person must have been confined for a period of at least two weeks to a bed or wheelchair, or as a patient in a hospital, or other similar institution."

And, the form T778 even specified that a physician must support the claim with a signed letter.
