Generally if there is a benefit attached, the amount given is not a charitable donation. Also for donations you would receive an official receipt for tax purposes.
So institutions will mention in their promotional information whether or not the donation is a charitable donation. They will have information such as this:
"IS MY TICKET PURCHASE TAX DEDUCTIBLE? No. Prizes won are not taxable. Therefore, a ticket purchase cannot be used as a tax deduction. "
And in the above example an official donation receipt for tax purposes would not be issued
