A medical practitioner’s letter certifying indefinite dependency due to mental & physical impairment exisit for my Mom. She has NIL income. Can I apply credits to my tax?

If your mom has a disability form, the T2201, approved by the CRA, and your name is on it, then yes, you can transfer her DTC to you. 

You will need to complete your mom's tax return first, then yours, and add her as a dependent to claim DTC.
