My partner has slightly higher income than me. The program is assigning the UCCB to her though. She is also claiming the childcare expenses. Why?

UCCB is assigned to the spouse with the higher net income, after deductions, and before childcare expenses are assigned. A common misunderstanding is reading the total income as opposed to the net income in the expectation of which spouse it should be assigned to.
