Applying for CCB (Canada Child Benefit) with non-resident spouse

I am a Canadian citizen & resident but have been living abroad for the last 2 years with my spouse (non resident and NOT a canadian citizen). 

My wife has a 6 year old daughter from a previous marriage, and we have a newborn together.

Is it possible to file for Canada Child Benefit for one or both children?

How would we do this without a SIN number for my spouse?

The CRA has rules to follow concerning what  you're able to claim since you've been out of the country for 2 years. 1- you will need to determine your residency status. 2- Then you will answer the following questions to see if you qualify to apply for the CCB.
