I do not think you answered the question. Just push the customer to contact CRA instead of find out the answer to tell customer.
The answer to the question is, that this is a link to contact CRA. Unfortunately the CRA is having difficulties, therefore, you must either try to contact them later or complete the form regarding an alternative method of contacting them.
