Simple tax return?

On one page it states that I can qualify for a free tax return if it is considered a "simple tax return". One of the covered situations for a simple tax return mentions "Limited interest and dividend income on a 1099-INT or 1099-DIV"

 

At the very end, when I attempt to file, I receive a message that says "You have Capital Gains on a 1099-DIV" and that the free edition does not cover this situation. 

 

This seems like conflicting information to me, am I missing something? My tax return is pretty simple and this is the first year since using TT that I've ran into this problem. I have <$200 capital gains on my 1099-DIV and I would think this is a covered situation.
