I want to refile my tax I submitted earlier this year for 2018, but I am unable to download my tax file to use the desktop application.

If you are using TurboTax Online, the only thing you can download are PDF copies of your return, which TurboTax CD/Download can’t use. If you want to REFILE your return, you need to do it in TurboTax Online.
