2018 Tax return not transferring to 2019 TT

Trying to transfer 2018 tax return into 2019 TT and it will not transfer after I click "Transfer Return"  Only other option is to "Continue without Transferring"

What exactly does "will not transfer" mean? What happens when you click it? Do you get a message? If so, what is the exact message?

"Reading your Return" appears for about two seconds.  That is the only thing that happens.
