Capital loss carryover from 2018 to 2019

I had TurboTax transfer information from my 2018 filing. The capital loss carryover instructions say taxable income should come from line 10 of 2018 form 1040, but in checking this I noticed that the amount TurboTax is showing is the sum of line 9 (qualified business income deduction) and line 10. Is this correct (ie, that the QBI deduction should be added back in)?
