Is Import-CRA-Detail functionality temporarily disabled on TurboTax Basic
Are you referring to Auto-fill?
The Canada Revenue Agency (CRA) has shut down this service (as well as NETFILE) for maintenance. The “Auto-fill my return” service will re-open on February 22, 2021. You can skip using Auto-fill and enter your information by hand, or you can come back later to import your tax slips.
