How do I submit a T5 of a previous year?

TurboTax doesn't display a year field when entering the T5 slip information. Does that mean that entering it now will assume it's for the year 2016? If so, is there a way to enter it for the year 2015?

You are not able to enter a T5 slip from 2015 on your 2016 income tax return.  If you need to adjust your 2015 income tax return, you can do so but not through NETFILE.  This is how you can do it.
