I'm a long haul truck driver and my meal expenses for 2022 were $11,040 ($23x3 meals a day = $69x200 days = $13,800x80% = $11,040). I am only getting back around $3500.

Should I not be getting back around $11,040?

Employment expenses are deductions from income not a credit. They will help reduce the amount of taxable income you have, which won't directly increase your refund.
