I printed the 2021 return, but did not file, thought it was filed, but lost in mail. Good news is, I need to revise it. I was told to add a state from my documents on 2021. This is not an option, add a state is not there. How do I open the 2021 file to revise this. Help

This is what it says to do, but there is no add a state button. my options are in picture below

A 2021 tax return can only be printed and mailed using TurboTax, it cannot be e-filed.
The "Add a State" selection is only available when the tax software for that particular year is operational.
Thus, when TTX shut down the Online software for 2021 tax returns (~ the end of October of 2022), that process was also eliminated.
NOW if you need to get back into your 2021 "Online" tax return to either modify something, or to add in something in an unfinished 2021 tax file...or amend a previously filed 2021 tax return,
.....you must now download/install/use the full desktop software to do anything with that file.
Once you install the desktop software on a full MAC or windows computer (and must then install any state(s) that are in your online file).....you can then download the existing .tax2021 datafile from yoru Online account and open that with your desktop software .
____________________________
the "Online" software shtus down every year during October..usually late October. All changes have to be made before that shutdown date. You can still make changes/additions/amendments after that date...but only if using the desktop software.
We are in 2022 tax season now, so Add a State will not be there again until you file 2022. Now you just use the change/amend option to get to 2021.
Thank you. So how do I download that, will I have to pay for the software again?
Online tax preparation and e-filing for 2021returns is now permanently closed.
Now it is too late to use online software or to e-file. If you have any changes/corrections at all to make to your 2021 return, you now have to complete it using desktop software, which you must download to a full PC or Mac (not to a mobile device). Then you need to print, sign and mail it.
If you already paid for your online software you can ask customer support for a download of the desktop software.
They are available from 5 a.m. to 5 p.m. Pacific time Monday-Friday.

If you are getting a refund, there is no penalty for filing late. If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe. Only the IRS will calculate this—TurboTax will not calculate it.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
